Who are we and what do we do?
There are 94 City-recognized neighborhood associations within the City of Portland. Each neighborhood association serves a geographic neighborhood boundary. This creates a framework by which the people of the City may effectively participate in civic affairs and work to improve the livability and character of their neighborhoods and the City. From Skidmore to the Slough, 82nd to 205, with Sandy Blvd slicing through, Sumner is one of Portland’s smallest neighborhoods. At the base of a retired Volcanic Cinder Cone it boasts views of Mt Hood and Mt St Helens, the SAN Lot, Helensview Community Garden, and an active community focused on making Sumner a great place to live.
Neighborhood Associations are NOT HOA’s. We operate as a non-profit model and are governed by Bylaws that spell out our boundaries and welcome all voices from residents with addresses and those with no fixed address, businesses and non-profits are also welcomed and encouraged to partake.

How meetings are conducted:
- There are board meetings and general meetings. The 2026 schedule is posted in our events calendar.
- Board meetings are held on the third Tuesday of each month from 6:30 p.m. to 8:00 p.m. via Zoom. Each meeting follows a set agenda to conduct official business. While all are welcome to attend, voting is reserved for board members.
- General meetings are on the 3rd Thursday of the month and hybrid from 6:30pm to 8pm at the Recovery Cafe space at 3516 NE 71st Ave. An agenda is set which can sometimes open with a board meeting to carry out business. Community and board members may make a motion to introduce a topic or decision to be discussed. A second person will need to motion before it can move forward for discussion and vote.
